Employment and Labour Minister TW Nxesi appoints the 5th members of CEE

Employment and Labour Minister TW Nxesi has announced the appointment of the new members of the Commission for Employment Equity (CEE).

 

The new CEE commissioners will serve for a period of five years on a part time basis with effect from 01 December 2020 until 30 November 2025 as guided by the provisions of the EE Act.

 

The main functions of the CEE as outlined in Section 30 of the EEA are to advise the Minister on Codes of good practice, regulations and policy and any other matter concerning this Act. In addition, the CEE may make awards recognising achievements of employers in furthering the purpose of the Act, including appropriate and well-researched norms and benchmarks for the setting of numerical goals in various sectors.

 

Ms Tabea Kabinde has been retained a Chairperson. Ms Kabinde holds a Master's degree in Clinical Psychology and has been within the recruitment industry for over two decades. She has wide experience in the Human Resources and Organisational Development fields; specialising in Change Management and facilitation of involvements, Recruitment and Selection, Executive Search as well as Psychometric Screening.

 

Ms Kabinde has been an active role-player at BUSA and NEDLAC. She was honoured with a role as one of three business representatives for South Africa at the International Labour Organization (ILO) “Building the future with Decent Work" conference in Geneva. She proudly represented BUSA and has been instrumental in drafting and launching the Charter for South African Private Employment Agencies, reaffirming the industry's commitment to professionalism and compliance. She stepped down as a business representative on the CEE in 2015 to take up the appointment first, as Acting Chairperson of the Commission and is currently serving as Chairperson for the fourth CEE.

 

The full complement of CEE Commissioners and the constituencies they represent are:

Ms Jensma Stieneke (Government representative); Ms Dineo Mmako (Government representative); Mr Bhabhali Maphikela Nhlapo (organised labour); Ms Lebogang Mulaisi (organised labour); Ms Mpho Vuma (community representative); Mr Puleng Tsebe (community representative); Ms Thembi Chagonda (organised business); and Ms Zinzisa Pearl Mgolodela (organised business).

 

The Commission for Employment Equity (CEE), is a statutory body established in terms of section 28 of the Employment Equity Act (EEA). The Commission members are appointed by the Minister of Employment and Labour according to section 29(1) of the EEA, which includes the appointment of the Chairperson and eight (8) members nominated by NEDLAC Social Partners, i.e. two each from the Organised Business, Organised Labour, Community and the State.
