Requirements: (NQF7 qualification (as recognized by SAQA) in Public / Business / Financial Management / Project Management / Statistical Analysis / Statistics / Internal Audit / Auditing. Valid driver’s licence. Five (5) years middle management experience. Three (3) years functional experience in Planning, Monitoring and Evaluation Services. Knowledge: ●Monitoring and Evaluation Frameworks ● Departmental Policies and Procedures● Project Management Principles and Methodologies ● Project Management Information Technologies e.g. PMBOK, Ms Projects etc.● Application of Research Methodologies ●Customer services (Batho Pele Principles) ●Quality Management Principles and Processes● Public Service Code of Conduct● Corporate Governance. Skills: ● Research and Development ● Computer Literacy ● Change Management ● People Development and Empowerment ● Financial Management ● Project Management ● Knowledge Management.
Duties: ● Develop, manage and input on the strategic, operational planning framework and strategic intent of DEL● Develop, implement and maintain the monitoring and evaluation framework for the programmes / provinces of DEL and its entities ● Monitor organization performance against set plans and targets and manage compilation of performance information reports ● Provide committee services to DEL top management meetings ● Manage the overall resources of the Directorate.

All shortlisted candidates for SMS posts will be subjected to a technical competency exercise that intends to test relevant technical elements of the job, the logistics of which be communicated by the Department. Following the interview and technical exercise, the selection panel will recommend candidates to attend generic managerial competencies using the mandated DPSA SMS competency assessment tools. Successful candidates will be appointed on a probation period of 12 months. The Department reserves the right not to make any appointment(s) to the above post.
