Deputy Minister led UIF Blitz to Strengthen Worker Support

The Deputy Minister of Employment and Labour, Ms. Judith Nemadzinga-Tshabalala, led a multi-stakeholder blitz inspection in Springfield, Johannesburg, on Monday, 11 August 2025.

The operation followed a complaint lodged with Deputy Minister's office regarding allegations of labour law non-compliance by Skip Waste (Pty) Ltd. The enforcement action brought together the South African Police Service (SAPS), Johannesburg Metro Environmental Health Inspectors, and the Department of Home Affairs Immigration Officers, with the aim of verifying compliance with labour, health and safety, and immigration laws, and assessing environmental health standards in the workplace.

During the inspection, Skip Waste (Pty) Ltd, which employs 71 workers including three foreign nationals, was found compliant with the Basic Conditions of Employment Act. However, labour broker CMC Group Management Services, employing 164 workers, was found in breach of Section 29 of the Act for failing to provide employees with contracts of employment. A compliance order was issued.

In terms of the Unemployment Insurance Fund, three companies; Skip Waste (Pty) Ltd, Consolidated Staffing, and CMC Group Management Services, were all found to have their declarations and contributions up to date. Under the Compensation for Occupational Injuries and Diseases Act, Skip Waste complied fully with registration, returns, and assessments, while CMC Group Management Services failed to submit requested documentation in line with Section 81.

The Occupational Health and Safety inspection led to four prohibition notices for serious risks, including unsafe open manholes, electrically live machinery parts, and hazardous electrical installations. Contravention notices were issued for breaches of multiple safety regulations, and an improvement notice was served after it was found that the employer's risk assessment lacked adequate control measures.

“This blitz is a clear message that non-compliance will not be tolerated. Every worker has the right to a safe, fair, and dignified workplace, and our role as government is to ensure that these rights are protected without compromise," said Deputy Minister Nemadzinga-Tshabalala.

The Department will monitor compliance closely and follow up to ensure all corrective measures are implemented.
