The Department of Employment and Labour will on Thursday host a Major Hazard Installation (MHI) and Explosives workshop – this is to promote a safe, productive working environment where plants are fit for purpose and built for safety.
Held under the theme: “Strategic cooperation to promote decent work and achieve vision zero in occupational injuries and diseases" – the workshop will be looking at some lessons learnt and tools required for monitoring and measuring the performance of the sector.
The workshop follows the Major Hazard Installation Regulations promulgated on the 13/11/2022 by the Minister and was published on 31 January 2023. These came into force as of 1 February 2023.
The implementation was divided into three phases as follows:
Phase 1: transition
Phase 2: notification of MHI establishments - In force from 1 February 2024, which required all MHI to notify the Department of their existence. The registration process is ongoing, and more than 60% of the notifications have been processed and certificates issued.
Phase 3: submission of Major Incident Prevention Policy and Safety Case - In force from 1 February 2026, which includes optimisation of safe procedures to avoid loss of control and major incidents.
The Explosives Regulations introduced the Radio Frequency Guidelines Document, which created a platform for advanced technological developments. Central to the Regulations and the Guidelines Document is the elimination of incidents and improved security through radio frequency and proper control of explosives.
Expected to attend the MHI and Explosives workshop will be MHI establishments, associations, and explosives facilities with MHI plants, inspectors, and the Institute of high learning. A total of 150 delegates are expected to attend the workshop.
Department of Employment and Labour Chief Inspector Milly Ruiters is expected to deliver the keynote address.
