Basic Guide to Sector Education and Training Authorities (SETAs)

Sector Education and Training Authorities (SETAs) must work out and implement sector skills plans, promote learnerships and hand out funds in their sector.

Functions

Sector Skills Plans

SETAs must work out a sector skills plan and implement the plan by:
  • starting learnerships;
  • approving workplace skills plans from employers;
  • giving funds to employers, trainers and workers; and
  • watching over education and training in their sectors.

Learnerships

SETAs must promote learnerships by:
  • finding workplaces where learners can do practical work;
  • supporting people who create learning material;
  • helping to wrap up learnership agreements;
  • registering learnership agreements.

Skills Development Levies

SETAs must, when asked to do so, collect skills levies and hand them out in their sector.

Structure

SETAs may only have members who represent:
  • organised trade unions;
  • organised employers’ organisations;
  • relevant government departments;
  • interested professional bodies; and
  • bargaining councils in the sector.

Funding

SETAs get money from:
  • skills development levies paid by employers
  • the National Skills Fund;
  • grants and donations;
  • investments that they made; and
  • services they perform and charge money for.
