The second edition of the Labour Market Review takes place in the
context of key initiatives within government, and the Department of
Labour in particular. In government, these initiatives have been
clearly articulated by President Thabo Mbeki of South Africa, in his
State of the Nation Address on 21 May 2004, and reinforced by the
Minister of Labour, Membathisi Mdladlana, in his Budget Vote speech on
22 June 2004.
