Department of Labour organises a seminar to raise awareness on compliance with legislation in working environments exposed to Hazardous Biological Agents

27-November-2017

The Department of Labour is organising a seminar to raise awareness to achieve compliance with labour laws in working environments exposed to Hazardous Biological Agents (HBA).

The seminar is organised in the spirit of enforcing zero harm in the workplaces and ensuring compliance with labour laws. The seminar will be held under the theme: “Raising awareness to achieve compliance”.

The focus will be on the following legislation:

·            Occupation Health and Safety Act  and its Regulations

·          Compensation for Occupational Diseases and Injuries Act

·            Unemployment Insurance Fund Benefits

A biological agent is defined in the Regulations for Hazardous Biological Agents (HBAs) as: “any micro-organism, cell culture or human endoparasite, including any which have been genetically modified, which may cause an infection, allergy or toxicity, or otherwise create a hazard to human health”. Section 8 of the Occupational Health and Safety Act, 85 of 1993 as amended, states that “Every employer shall provide and maintain, as far as is reasonably practicable, a working environment that is safe and without risk to the health of his employees”.

Exposure to hazardous biological agents in the workplace is governed by the Regulations for Hazardous Biological Agents and this requires that employers must take every care to ensure among others: surveillance, the regular conducting of risk assessment, control measures and use of protective equipment – to ensure the safety of workers.

The seminar is expected to be addressed by Department of Labour Deputy Director-General of Inspection and Enforcement Services (IES), Aggy Moiloa; Department of Labour Chief Inspector, Tibor Szana; Department of Labour Chief Director: Provincial Operations (Mpumalanga Province), Dolly Chiloane; and the Department’s Senior Specialist: Occupational Health and Safety, Jacob Malatse.

There will also be speakers from the Department’s entities – the Unemployment Insurance Fund and the Compensation Fund. The Seminar will also be graced by the presence of the National Institute for Occupational Health (NIOH); South Africa Society of Occupational Medicine and the South African Society of Occupational Health Nursing Practitioners.
